Meeting Minutes – February 2020

Minutes of the Ordinary Parish Council Meeting held in The Ruckinge Village Hall
on Thursday 13th February 2020 at 7.30pm

Updating of Declarations of Interest for the Code of Conduct
Councillors are reminded that they should update their Declarations of Interest with
the Monitoring Officer if necessary.
Councillors are also reminded of their common-law responsibilities with regard
to pre-determination and fettering of discretion in relation to agenda items.

4. COUNCILLOR NOMINATION
Mr Denise Archer was elected and the declaration of acceptance was signed.

5. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes of the meeting held on Thursday 19th December 2019 were accepted and it was unanimously
agreed that Cllr P Sillibourne should sign them.

6. PUBLIC INTERVAL
The meeting was opened to the Members of the Public from 7.43pm – 7.57pm pm during this time one member of the public were present. Mr Taylor from Noakes Farm discussed his plans for the Farm.

7. PLANNING
Discussion and Decision on action to be taken on any other matters related to Planning
issues within the Parish
Please see attached list for decisions on current applications.

8. CORRESPONDENCE, FINANCE AND OTHER COUNCIL BUSINESS

Banking
Bank Signatories to be sent off to Lloyds Bank by the Clerk.
Finance
The new Clerk to get access to the bank statements and update the account.

9. CHAIRMAN’S REPORT
Whilst I was up at the playground repairing the fence 2 scooters pulled in and a pony and trap. They were very intimidating. They came across to the fence and made sarcastic remarks on the job. A number plate was taken. Carter Field Car Park, the working party did a very good job. We managed to get the 20 tonne spread out and consolidated. 10 days later was still holding up pretty well with just a few small puddles. Cllr P Sillibourne also visited MMP to discuss a payroll invoice. The Clerk to follow up. 2 people have left a message to complain about the noise form the Church Hall from the outside hot tub. I have also done some work on the Kissing Gates along the canal, they were filled with water and mud which I have now filled in.

10. WEBSITE
Cllr T Cliffe-Harrison to provide the Clerk with contact details for Phil Hobson of HCI Data & Stephen Denis to discuss e-mail addresses and the website.

11. RUCKINGE VILLAGE HALL AND BROMLEY GREEN HALL
Nothing to report for Ruckinge Village Hall. Cllr J Reid has received a 2nd quote and has requested a 3rd quote for the Bromley Green Hall Car Park. Oil traps and gravel boards were discussed.

12. BOROUGH COUNCILLORS REPORT
As agreed at the last Parish Council meeting I did try to initiate a visual survey of the roadside ditches along Bromley Green Road, however this has yet to take place. I still think that we should do this and am happy to participate. The drainage issues in BGR arise from multiple factors, including soil type and dysfunctional ditches. If residents take action within their own properties, it will help discussions with public bodies.

Southern Water were at the Ashford Brough Council meeting in January and I explained the unacceptable issues at BGR over the Christmas period. I requested an improvement plan and was promised a response. I did receive an email response but am extremely dissatisfied with the evasive nature of it. SW Customer Services Dept have said in an email received on 7th Feb that “Phase 2 Remedial Works” are being discussed and, when agreed, will be communicated. They have also said that they are willing to attend a resident meeting and I propose that we proceed to arrange this. As the BGR Residents Association is also very involved with this issue a joint extra ordinary meeting with yourselves and Myself would be appropriate to discuss ways forward and set a date for a public meeting. The next meeting at Ashford Borough Council will be on a date in March. Presence in these meetings means that drainage issues in Bromley Green Road are now being considered in the context of new developments coming onstream from the South of Ashford Garden Community. This has raised their profile from being an issue that affects Bromley Green Road only to one with environmental impact on development in South Ashford.

There has been much discussion on the Bromley Green Community page on FaceBook about the steep increase in traffic accidents at the Steeds Lane junction with Ashford Road (5 over the last 2/3 months). Whilst this is outside the Parish, it affects Ruckinge residents living in BGR. I would like to suggest that Ruckinge PC approaches Kingsnorth PC to work collaboratively on junctions with Ashford Road as a key part of the Ruckinge Highways Improvement Plan. This may also be applicable for Shadoxhurst Parish Council too, as all 3 PCs have junctions onto this increasingly busy road and should all be considered by KCC Highways.
On a happier note, I have this month donated £950 to Ruckinge Parish Council to purchase a defibrillator machine.

14. HIGHWAYS/PUBLIC RIGHT OF WAY
KCC have sent out a letter with regards to their responsibility with overgrown hedges. Copies to be made
to hand out to residents. There are still a number of potholes appearing which will only get worse with the rain.
The Gateway Project was discussed and a feedback form from KCC needs to be filled in.

15. FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS
Power cuts were discussed and Cllr T Cliffe-Harrison raised her concern over the elderly and vulnerable residents of Ruckinge during these times. One resident contacted the electricity board and they were given £15 to contribute towards a hot meal. Would a register of vulnerable people pe prepared so other residents can keep an eye on them during these long power cuts. Cllr T Cliffe-Harrison has also raised the purchase of the defibrillator accessories.
