Meeting Minutes – July 2018

 

Minutes of the Meeting of the Parish Council held on Thursday, 12th July 2018 at 8 p.m. in Ruckinge Village Hall.
Present: Cllr. S. Denis in the Chair, Cllrs. D. Guy, Mrs. F. Burt, Mrs. T. Cliffe-Harrison and the Clerk, Mrs. M. Shaw.
Apologies: Cllr. A. Beaney and P. Sillibourne.
Declarations: There were none.
Minutes: The minutes of the previous meeting had been circulated and were agreed as correct, after the location of the blocked culvert by Hill Croft was added.
Matters Arising: Sewage problems, Bromley Green Road – nothing further. It is understood that there are still problems, Cllr. Miss J. Martin explained that the “Pods” are working but there are serious problems with the 30+ laterals, some have been done by Southern Water but because there are funding problem these should have been done by residents. She has arranged another meeting with Southern Water.
Co-option: The prospective candidate was not in attendance.

Ashford Local Plan: Nothing further
Planning: 18/00960/AS Lords Farm, Marsh Road, Ruckinge. Change of use, and conversion of existing agricultural building to holiday let unit. The application was supported.
Fairview Industrial Estate: Nothing further
Carters Field: Fencing – nothing further.

The Chain and Padlock, missing from the gate – Cllr S. Denis has obtained a replacement.
Picnic Table plaques – these have been received and will be positioned shortly.

Dog Training – nothing further on the agreement.

“Super market” funding – nothing further..

Bromley Green Hall: The replacement of the windows and doors have been completed and new chairs purchased.

Southern Water have now paid the compensation money to the Hall.

Highways & Byways: Letter from PROW regarding AE 539, AE538 and AE579 and the Royal Military Canal Path, these problems will be addressed.

Cllr. D. Guy to inspect the AE550 gate onto the A2070 road.

Village Hall: In view of the high balance in the bank, it was suggested that the Parish Council could support projects to enhance the Hall for the benefit of the village. Mr. J. Bridge to be invited by the Chairman to the next meeting with possible suggestions.

Wi-fi and Defibrillator – see above item.

Items of interest: The Rev, Rod Whatley would like support for the commemoration of the end of WW1. Support was given with the proposal of a wreath laying ceremony by the Chairman at the War Memorial.
Date of the Next Meeting: This was agreed for Thursday, 13th September 2018 at 8 p.m. in Bromley Green Hall.

There being no further business the Chairman declared the meeting closed at 9.05 p.m.

Ashford Local Plan: Nothing further
Planning: 18/00805/AS Noakes Farm Barn, Ash Hill, Ruckinge. Change of use, and conversion, from garage/workshop to holiday let. The application was supported.

18/00756/AS Land Adjacent to Chestnuts, Stone Cross Road, Ruckinge. Prior Approval for a proposed change of use – storage and distribution building, and land within its curtilage, to residential dwelling and associated operational development (resubmission of prior approval application 16/00543/AS) The application was supported.

Application withdrawn:-
18/00500/AS Silver Birches Caravan Site, Capel Road, Ruckinge. Change of use of garden ground to form extension to holiday caravan park for the siting of 4 holiday lodges (legally twin unit caravans).

Fairview Industrial Estate: Nothing further
Carters Field: Ragwort – some has been treated.

Trees – those over 3ft are growing, but smaller ones are dying.

Fencing – Nothing further.

The Chain and Padlock are missing from the gate – Cllr D. Guy will obtain replacement.

Picnic Table plaques – these have been ordered and paid for in advance.

Dog Training – clarification is required on the actual usage of the field, also the budget for mowing is only three times a year, but if they require for extra cuts, they should pay for them. A draft agreement will be composed by Cllrs. S. Denis and Mrs T. Cliffe-Harrison.

The usage by HGV’s of the car park was again discussed.

Bromley Green Hall: Nothing further.
Highways & Byways: There are obstructions to PROW’s AE 539, AE538 and AE579.

The Royal Military Canal PROW is impassable between Ruckinge and Bilsington due to overgown vegetation etc.

Cllr. A. Beaney had reported a blocked culvert last February, but this had still not been rectified.

Landscape Protection Policy: Cllr. Martin gave details of the progress of the Public Examinations, and the Inspectors deliberations. This has now been adjourned for their report, possibly available in two to three months time..
Village Hall: Nothing further.
Items of interest: Cllr.S. Denis reminded members that Parish Council elections take place next May, and informed them that he would not be standing for re-election.

Meeting Minutes – May 2018

 

Annual Meeting of the Parish Council, 10th May 2018 at 8 p.m. in Ruckinge Village Hall.
Present: Cllr. S. Denis in the chair, Cllrs. D. Guy, A. Beaney, P. Silliboune, Mrs. T. Cliffe-Harrison.                     .
In attendance: One member of the public.                        .
Apologies: Mrs. M. Shaw (Clerk to the Council).
Election of Chairman: Cllr. S. Denis was proposed as Chairman by Cllr. P. Sillibourne, seconded by Cllr. A. Beaney, there being no other nominations Cllr. Denis was duly elected as Chairman. He duly signed his “Declaration of Acceptance of Office”.
Election of Vice-Chairman: Cllr. D. Guy was proposed by Cllr. S. Denis, seconded by Cllr. Mrs. T. Cliffe-Harrison. There being no other nominations, Cllr. D. Guy elected as Vice-Chairman.
Appointment of Representative: K.A.L.C. Ashford Area committee – it was agreed to continue membership. Representatives to be appointed on an ad-hoc basis for the bi-monthly meetings in Ashford.
Declarations: Cllr. Mrs. T. Cliffe-Harrison – Montane 18/00609/AS.
Minutes: The minutes of the previous meetings had been circulated, and resolved as a correct record.
Matters Arising: Sewage problems, Bromley Green Road – these are still on-going. Cllr. S. Denis reported on the recent Bromley Green Residents Association meeting that construction of a larger holding tank at the pumping station is being discussed, no decisions have been made. Tankers will still likely to be a regular feature during periods of heavy rain..

The Accounting Statements for 2018/2018 were confirmed as correct and signed.
Certificate of Exemption was signed.

Carters Field: Ragwort will be sprayed when ready, and road planeings are to be donated.

Dog training as discussed, it was agreed that a contribution of £ 50 would be required from the Dog Training Company. Cllr. S. Denis to contact Mark Nash to communicate the decision.

It was agreed that the vandalized picnic bench plaques be replaced.

The condition of the car park is to be monitored as it has been reported by the Bromley Green Residents Association that H.G.V’s are using the car park as a turning area.

Bromley Green Hall: Southern Water donations still not received by the Bromley Green Residents Association.

The Association are looking at siting a storage container adjacent to the hall to provide storage for chairs and tables.

Highways & Byways: Cllr. A. Beaney reported drain covers to be unblocked and pot-holes to be filled.
Village Hall: Defibrillator – no further update on the Table Tennis Club suggestion, but Cllr. D. Guy reported that Hamstreet are installing one at their Sports Pavilion.

Wi-fi – no further update. This is a matter for the Village Hall Management Committee.

Telephone Kiosk – this will be removed by September 2018

Borough Councillor: No report.
Items of interest: Cllr. S. Denis to update web-site with ABC Planning Inspectorate documentation.

Minutes of the Meeting of the Parish Council held on Thursday, Thursday, 12th April at 8 p.m. in Bromley Green Hall.

ABC Gypsy issues: This had been submitted to ABC by the vice-chairman following consultation with Councillors.

The application was objected to17/00246/AS Dei Gratia, Bromley Green Road, Ruckinge. Variation of condition 9 of planning permission 17/00246/AS to alter design of approved Garage.
The application was supported.
Fairview Industrial Estate: The objections had been submitted, pointing out the inaccuracies in the planning application, it was reported that Plant Hire is carried on on the site, it was thought that the building will be approved but that the Plant hire may be prohibited. Cllr. A. Beaney had been in contact with Tony Jarvis, Enfocement Officer, and reported on this and the letter received from him. Cllr. A. Beaney understood that further plans are being submitted..
Dimon hill entrance: Nothing further on the entrance.
Large shed erected at 1 Dimon Villas – being investigated by Ashford Borough Council.
Carters Field: Fencing – it is anticipated that approximately 100 spiles will be required to strengthen this.

“Supermarket” funding – nothing further.

The ragwort has been sprayed.

It was agreed that S. M. Sillibourne be engaged to mow Carters Field as appropriate. .

Bromley Green Hall: Nothing further.
Highways & Byways: Cllr. A. Beaney reported on the condition of Tar Pot, Hog Tub and various other matters.

Cllr. P. Sillibourne has continued clearing drains, gullies as appropriate.

Village Hall: Car park – the tarmacing has been completed.

Defibrillator – nothing further. Cllr. P. Sillibourne reported the these are being stolen in a spate of thefts throughout the country.

Wi-fi – nothing further.

Telephone kiosk – this will be removed by September.

Minutes of the Meeting of the Parish Council held on Thursday, 8th March at 8 p.m. in Ruckinge Village Hall.
Present: Cllr. S. Denis in the Chair,  Cllrs.  P. Sillibourne,  D. Guy, A. Beaney  Mrs. T. Cliffe-Harrison and the Clerk, Mrs.  M. Shaw.
Apologies: Cllr. Mrs. F. Burt.

Minutes: The minutes of the previous meetings had been circulated, proposed by Cllr. S. Denis seconded by Cllr. Mrs. T. Cliffe-Harrison and resolved as a correct record.
Matters Arising: Sewage problems, Bromley Green Road –  nothing further.  It was agreed to ask the Bromley Green Residents Association to forward any information which they may have received.
Data Protection: A resume of this has been circulated by K.A.L.C and it is hoped that more detailed information will be provided in due course.

  • The Precept form had been submitted in the sum of £10,000 following approval at the December meeting and the Chairman signed the Budget accordingly.Cheques were drawn:-

Planning: Approval received:-

18/01824/AS Ashwell Lodge, Bromley Green Road, Ruckinge. Erection of a garage building with a home office above.

Fairview Industrial Estate: The objections had been submitted, pointing out the inaccuracies in the planning application, it was reported that Plant Hire is carried on on the site, it was thought that the building will be approved but that the Plant hire may be prohibited.
Dimon hill entrance: Nothing further.It has been reported that a large shed has been erected at 1 Dimon Villas – being investigated by Ashford Borough Council.
Carters Field: Land drains, Fencing, etc. – nothing further.

“Supermarket” funding – nothing further.

Dog training is being carried out on a regular basis – Mr. M. Pepper to be asked for further information if the Bromley Green Hall is being used in conjunction with this. Clerk to inquire if this field use is covered under the Parish Council insurance policy.

The ragwort eradication spray has been delivered, and suitable weather conditions are required before application.

Bromley Green Hall: As above.
Highways & Byways: Cllr. A. Beaney reported on various matters including gully flooding by the 30 mph signs on the B2067.

Cllr P. Sillibourne has cleared drains, gullies as appropriate.

Village Hall: Quotes received for the tarmacing of the car park. It was proposed by Cllr. D. Guy, seconded by Cllr. A. Beaney to accept the quote from Mr S. Fuller in the sum of £ 4,536 to tarmac part of this and unanimously agreed.

The Chairman had attended the last Village Hall committee meeting and reported thereon. The hall committee will have two vacancies as of 1st April.

The wording of the informative sign on the Village hall was approved and Cllr. A. Beaney will organise the construction with Medash signs.

Items for the next  agenda etc: Cllr. S. Denis suggested that Wi-fi be installed at the Village Hall.

It has been suggested that a Defibrillator be positioned at the Village Hall inquiries to be made if they would be agreeable.

Telephone kiosk – BT to be reminded that this needs to be removed.
