Rural Means Rural

The campaign for Rural Means Rural is the voice of residents in the villages surrounding Ashford, Kent, who are concerned about the inappropriate housing development in the countryside and damage to the rural environment.  ‘Omission’ sites – Ruckinge

Update November 2017: The two sites within the parish boundary (shown below) submitted to ABC for inclusion in the Ashford Local Plan and initially rejected, have been re-submitted for reconsideration, and are on the ‘reserve’ list of sites that could be considered by ABC in December. Here are links to the submission cover letter to ABC by the Landowner dated 30th August 2017, and the representation made by the Developer  dated 10th August 2017.

As of now the Parish Council has not been alerted formally of the revised submission.  We infer from this action that there is a very real chance that the sites will appear in the Draft Local Plan put to the Local Planning Inspectorate in the coming weeks.

The planning status of Ruckinge parish is about to change, when the Ashford Local Plan is adopted – here is the key extract:

Policy HOU4 – Residential Development in the rural settlements
Minor residential development and infilling of a scale that can be easily integrated into the existing settlement will be acceptable within the confines of the following settlements:

Aldington, Appledore, Appledore Heath, Bethersden, Biddenden, Bilsington, Boughton Lees/Eastwell, Brabourne Lees/Smeeth, Brook, Challock, Charing, Charing Heath, Chilham, Crundale, Egerton, Egerton Forstal, Godmersham, Great Chart, Hamstreet, Hastingleigh, High Halden, Hothfield, Kenardington, Little Chart, Mersham, Molash, Newenden, Old Wives Lees, Pluckley, Pluckley Thorne, Pluckley Station, Rolvenden, Rolvenden Layne, Ruckinge, Shadoxhurst, Shottenden, Smarden, Stone in Oxney, Tenterden (including St Michaels) Warehorne, Westwell, Wittersham, Woodchurch and Wye.

Landscape and Village Protection Policy (LVPP)

Ruckinge Parish Council endorses the Landscape and Village Protection Policy and will be taking steps to work with subject matter experts to develop a plan for the parish.

Update: May 2018: The ABC Draft Plan is being reviewed by the Planning Inspectorate. On 1st May written representation of the Landscape Protection Policy was presented by Peter Brett Associates. A copy of their submission may be downloaded here

Here is a link where you can download a protection policy prepared by consultants on behalf of Aldington Parish submitted to the planning policy manager officer at Ashford Borough Council responsible for the Ashford Plan. The contents list policy categories, and supporting evidence. The overriding objective is formal adoption of the policy into the Local Plan.

Cherrytree Paddock, Bromley Green Road

Ashford Borough Council received a revised planning application for change of use of land to use as a residential caravan site for one gypsy family with two caravans, including retention of hardstanding and erection of utility building. The application was rejected and an enforcement order applied. The applicant appealed against the enforcement order: Ref: APP/E2205/C/15/3137477. An inquiry was held into the appeal, adjudicated by The Planning Inspectorate.

Update 7th November: The appeal has been dismissed by The Planning Inspectorate, and the enforcement notice upheld. A copy of the appeal decision can be downloaded via this link Appeal Decision.

Carters Field – Picnic Tables.

We are looking for a group of volunteers to become ‘Friends of Carters Field’ to manage and publicise the amenity for the enjoyment of all parishioners. If you are interested please email: clerk2012@ruckinge-pc.gov.uk.

We have replaced the two picnic tables stolen last July.


Parish Speed Indicator Device (SID) Scheme

The Parish Council has decided with much reluctance to suspend the Speed Indicator Device (SID) initiative for our village. We cannot find an adequate location for the sighting of a device mounting pole on the Eastern approach to Ruckinge along the B2067 Hamstreet Road.

We have had several meetings with KCC Highways on this matter, resulting in their requirement for a Deed of Easement to be executed by identified landowner(s) to allow the pole to be installed on their land; the legal covenants contained therein have proved too onerous.

In a sense, we are victims of geography; there are so few suitable locations that meet KCC Highways criteria to install the device.

Meeting Minutes – April 2018

Minutes of the Meeting of the Parish Council held on Thursday, Thursday, 12th April at 8 p.m. in Bromley Green Hall.
Present: Cllr. D. Guy in the Chair,  Cllrs.  P. Sillibourne,  A. Beaney,  Mrs. T. Cliffe-Harrison, mrs. F. burt and the Clerk, Mrs.  M. Shaw.                        .
In attendance: One parishioner.                        .
Apologies: Cllr. S. Denis.
Declarations: Cllr. A. Beaney on Fairview Industrial Estate.
Minutes: The minutes of the previous meetings had been circulated, and resolved as a correct record.
Matters Arising: Sewage problems, Bromley Green Road –  nothing further.
ABC Gypsy issues: This had been submitted to ABC by the vice-chairman following consultation with Councillors.

Co-option: An approach had been made to a possible candidate.

Planning: 18/00409/AS Long Acres, Bromley Green Road, Ruckinge. Proposed conversion of and alteration to existing garage to provide ancillary annex Accommodation
The application was objected to17/00246/AS Dei Gratia, Bromley Green Road, Ruckinge. Variation of condition 9 of planning permission 17/00246/AS to alter design of approved Garage.
The application was supported.
Fairview Industrial Estate: The objections had been submitted, pointing out the inaccuracies in the planning application, it was reported that Plant Hire is carried on on the site, it was thought that the building will be approved but that the Plant hire may be prohibited. Cllr. A. Beaney had been in contact with Tony Jarvis, Enfocement Officer, and reported on this and the letter received from him. Cllr. A. Beaney understood that further plans are being submitted..
Dimon hill entrance: Nothing further on the entrance.
Large shed erected at 1 Dimon Villas – being investigated by Ashford Borough Council.
Carters Field: Fencing – it is anticipated that approximately 100 spiles will be required to strengthen this.

“Supermarket” funding – nothing further.

The ragwort has been sprayed.

It was agreed that S. M. Sillibourne be engaged to mow Carters Field as appropriate. .

Bromley Green Hall: Nothing further.
Highways & Byways: Cllr. A. Beaney reported on the condition of Tar Pot, Hog Tub and various other matters.

Cllr. P. Sillibourne has continued clearing drains, gullies as appropriate.

Village Hall: Car park – the tarmacing has been completed.

Defibrillator – nothing further. Cllr. P. Sillibourne reported the these are being stolen in a spate of thefts throughout the country.

Wi-fi – nothing further.

Telephone kiosk – this will be removed by September.

Date of the Next Meeting: Thursday, 10th May 2018 at 8 p.m. in Ruckinge Village Hall.

There being no further business the Chairman declared the meeting closed at 9.50 p.m.

Minutes of the Meeting of the Parish Council held on Thursday, 8th March at 8 p.m. in Ruckinge Village Hall.
Present: Cllr. S. Denis in the Chair,  Cllrs.  P. Sillibourne,  D. Guy, A. Beaney  Mrs. T. Cliffe-Harrison and the Clerk, Mrs.  M. Shaw.
Apologies: Cllr. Mrs. F. Burt.
Declarations: Cllr. A. Beaney on Fairview Industrial Estate.
Minutes: The minutes of the previous meetings had been circulated, proposed by Cllr. S. Denis seconded by Cllr. Mrs. T. Cliffe-Harrison and resolved as a correct record.
Matters Arising: Sewage problems, Bromley Green Road –  nothing further.  It was agreed to ask the Bromley Green Residents Association to forward any information which they may have received.
Data Protection: A resume of this has been circulated by K.A.L.C and it is hoped that more detailed information will be provided in due course.
Correspondence:
  • A.B.C. Gypsy & Travelling show people issues and Options, & search for Gypsy and Traveller pitches. Cllr. Mrs T. Cliffe-Harrison will summarise and circulate to councillors, for completion of the questionnaire.
  • Clerks & Councils Direct.
Co-option: An approach had been made to a possible candidate.
Ashford Local Plan: Nothing further.
Finance:
  • Treasurers Account as at 28th February 2018 £ 16,659 – 56
  • Budget charification confirmation:
  • Clerks salary 2018/2019 – it was proposed by Cllr. A. Beaney, seconded by Cllr P. Sillibourne and unanimously agreed that this will be £ 3,800, subject to any updated salary recommendations issued by N.A.L.C.
  • The Precept form had been submitted in the sum of £10,000 following approval at the December meeting and the Chairman signed the Budget accordingly.Cheques were drawn:-
  • Mrs M. Shaw, salary 1st January 2018 – 31st March 2018 £ 695 – 65. The Clerk had circulated her expenses book , this was approved,

Planning: Approval received:-

18/01824/AS Ashwell Lodge, Bromley Green Road, Ruckinge. Erection of a garage building with a home office above.

Fairview Industrial Estate: The objections had been submitted, pointing out the inaccuracies in the planning application, it was reported that Plant Hire is carried on on the site, it was thought that the building will be approved but that the Plant hire may be prohibited.
Dimon hill entrance: Nothing further.It has been reported that a large shed has been erected at 1 Dimon Villas – being investigated by Ashford Borough Council.
Carters Field: Land drains, Fencing, etc. – nothing further.

“Supermarket” funding – nothing further.

Dog training is being carried out on a regular basis – Mr. M. Pepper to be asked for further information if the Bromley Green Hall is being used in conjunction with this. Clerk to inquire if this field use is covered under the Parish Council insurance policy.

The ragwort eradication spray has been delivered, and suitable weather conditions are required before application.

Bromley Green Hall: As above.
Highways & Byways: Cllr. A. Beaney reported on various matters including gully flooding by the 30 mph signs on the B2067.

Cllr P. Sillibourne has cleared drains, gullies as appropriate.

Village Hall: Quotes received for the tarmacing of the car park. It was proposed by Cllr. D. Guy, seconded by Cllr. A. Beaney to accept the quote from Mr S. Fuller in the sum of £ 4,536 to tarmac part of this and unanimously agreed.

The Chairman had attended the last Village Hall committee meeting and reported thereon. The hall committee will have two vacancies as of 1st April.

The wording of the informative sign on the Village hall was approved and Cllr. A. Beaney will organise the construction with Medash signs.

Items for the next  agenda etc: Cllr. S. Denis suggested that Wi-fi be installed at the Village Hall.

It has been suggested that a Defibrillator be positioned at the Village Hall inquiries to be made if they would be agreeable.

Telephone kiosk – BT to be reminded that this needs to be removed.

There being no further business the Chairman declared the meeting closed at 9.25 p.m.

Minutes: The minutes of the November meeting have been held-over for distribution and approval at the next meeting in February.
Matters Arising: Sewage problems, Bromley Green Road: Borough Councillor Martin provided an explanation from Southern Water on the recent problems with the pumping station. Further remedial work is being planned – a full update will be given to the next meeting.
