Meeting Minutes – September 2017

 

Meeting of the Parish Council held on Thursday,  Thursday, 14th September 2017 at  8 p.m. in Bromley Green Hall.
Present: Cllr. S. Denis in the Chair,  Cllrs.  P. Sillibourne,  D. Guy, Mrs. T. Cliffe-Harrison, and the Clerk, Mrs.  M. Shaw.
Apologies: Cllrs. A. Beaney and Mrs. F. Burt.
Absent: Cllr. Mrs. M. Hills.
Declarations: There were none.
Minutes: The minutes of the previous meeting had been circulated, these were resolved as a correct record.
Matters Arising: Sewage problems, Bromley Green Road –  nothing further.   It appears alright at the present time.

Local Plan:

It was understood that Peter Brett and Co. will represent the Saxon Shore Ward.

The Annual Audit Return had been audited with no comments. This will now be displayed on the Notice Board and on the website.

Planning:

7/00908/AS   Mobile Home, Longacres, Bromley Green Road, Ruckinge. Proposed replacement dwelling. The application was objected to being two tier development and consider this to be an  application by stealth and could set a precedent and  “open the floodgates” to further applications along Bromley Green Road.

17/01340/AS    Mobile Home, Longacres, Bromley Green Road, Ruckinge. Detached Garage. No comment was made on the application

Approval received:-
17/00390/CONA/AS   The Church Hall, Hamstreet Road, Ruckinge. Discharge conditions: 2, 5 & 6.

Fairview Industrial Estate: Concern was expressed that the planning application for Fairview had not circulated to all members for everyone comments but had  been objected to prematurely.  After discussion it was agreed that in future when notification is received from Ashford Borough Council , Councillors will be informed by the Chairman and can view the plans via the website and that the hard copies  will be delivered to Cllr. D. Guy for forwarding to other councillors.Unless discussed at a meeting, the Chairman will collate the response to the Clerk for forwarding to Ashford Borough Council.
Carters Field:

The Picnic tables have been installed and are being used.

Cllr. P. Sillibourne had mown this field again especially for a booking in conjunction  with the Bromley Green Hall for a “Dog Show”.

Use by Football Club is now very unlikely, following a trial training session, the problems of the mowing and due to the lack of enthusiasm to use the pitch by players who prefer an Ashford location .

The “Aspire” company eventually did contact Cllr. Sillibourne with quotations for mowing
£ 64 – 00 + V.A.T. per cut,  (for 6/12 cuts per annum) it was agreed to continue as at present.
Spraying ragwort with herbicide, £487 – 00 + V.A.T.  This needs to be done in the Spring, to be reviewed at the appropriate time.

Cllr. P. Sillibourne  had searched for the land drain outlets, which need to be cleaned out, but some were not located.  It was thought that Mr. Rex Knight possibly could have a plan of these drains, Chairman to follow up.

Some of the planted trees are growing well, but many others have died, despite regular watering by Cllr. P. Sillibourne.

Fence – it was agreed that this could be repaired/renovated, reposting, tightening etc., with help from Councillors during the Spring.

Cherry Tree Paddock: Appeal – nothing further. Email as circulated by the Chairman.
Highways & Byways:

Dimon Hill access –  nothing further.

Wey Street – the road condition is appalling with terrible pot-holes, etc.

Railway bridge uneven condition, Poundhurst Road, warning signs have been erected.

Village Protection Plan: The Chairman reported on this.
Borough Councillors:
Apologies from Cllr. Miss J. Martin, but she had forwarded information to Councillors by email.
Items of Interest: Defibrillator – the cost of a defibrillator to another council was £ 1,145 – 00 + V.A.T. and the Cabinet  £ 450 – 00 + V.A.T.  in addition, to the electrical installation costs.

Village Wish List – these were requested many years ago by Ashford Borough Council from each Parish, although submitted, they never acted upon these.  Cllr. P. Sillibourne will bring a  copy of the Ruckinge List to the next meeting.

Date of the Next Meeting: Agreed for Thursday, 24th October 2017, at  8 p.m.  in Ruckinge Village Hall

There being no further business the Chairman declared the meeting closed at 9.50 p.m.
