|Meeting of the Parish Council held on Thursday, 11th February 2016 at 8.00 p.m. in Bromley Green Hall.|

|Minutes:||The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. Mrs T. Cliffe -Harrison, seconded by Cllr. A. Beaney.|
|Matters Arising:||Sewage problems, Bromley Green Road – due to the inclement weather no work had been carried out. This is not anticipated until after Easter. Concern was expressed that the schedule of works agreement has now expired and that Southern Water are in default of their agreement. The Parish Council are of the opinion that they should now be paying a rental on a monthly basis until the completion of the works. Cllr. A. Beaney proposed £ 200 per month from February and complete reinstatement of the car park, seconded by Cllr . D. Guy and unanimously agreed. Cllr. Mrs T. Cliffe-Harrison will contact Mr Henry Burrows on this.|

Treasurers Account as at 31st January 2016 £ 16,556 – 79
Amended Financial Regulations, these have been “tweaked” very slightly by the Government from those formally adopted by Ruckinge on 8th March 2015 and will need to be formally adopted at the next meeting.
15/01438/AS 1 Dimon Villas, Hamstreet Road, Ruckinge. Change of use of an existing outbuilding to operate as a Nano brewery (Class B2).
15/01557/AS Little Dale, Bromley Green Road, Ruckinge. Change of use of land to residential and erection of outbuilding (part retrospective)
The appeal for Cherry Tree Paddock against the Enforcement Order will be held on 19th April. Further information on the procedure which this will take is to be obtained from Cllr. Jane Martin. Cllrs. Mrs M. Hills and Mrs T. Cliffe-Harrison will contact her.
The possible uses will be considered in relation to the insurance criteria and the “Fields in Trust” regulations.
Various ideas were forthcoming and it was agreed that both Hall committees could liaise with each other. It was agreed to form a sub-committee led by Cllr. Mrs. M. Hills.
Cllr. P. Sillibourne had applied for and was successfully granted a “Working Wood Pack” from the Woodland Trust, this consist of 105 saplings and will be delivered between
It was agreed that the area for planting these needs to be cut and sprayed to eradicate the weeds prior to planting. It was agreed that the Tree Warden, Dr. C. Gove be contacted by the Chairman for advice. Cllr. D. Guy will try to enlist the help of the Cubs in the planting project.
Access is required for the Environment Agency to the site for clearing the ditch, this could be via Mr P. Collicks field. Cllr. Beaney to organise.
Cllr. P. Sillibourne proposed that Cllr. Mrs T. Cliffe-Harrison should book and accompany the Wicksteed inspection of the Children’s Play equipment at Carters Field which will cost £ 86 – 00 + V.A.T., seconded by Cllr. Mrs M. Hills and agreed.
|B.G. Hall:||No response from the Chairman of the Bromley Green residents Association to the invitation to attend. In view of the fact that no financial statements are supplied “out of courtesy” this requirement should now be a condition of their donation.|
|Highways & Byways:||
Hamstreet Road landslide – there had been a negative response from Cllr. Mike Angell who had been corresponding with the wrong Parish Council. This had been followed up by CllB.G. Hallr. A. Beaney. Mr P. Collick, the land-owner is being charged for the Traffic Lights which now totals over £ 18,000. The matter is apparently a stalemate between Land Agents, Solicitors and K.C.C. It was agreed to write to our M.P. Damian Collins, Cllr A. Beaney to draft a letter.
The Chairman has received notification from Grahame Rusling, K.C.C. PROW Officer, who confirmed that the Gill Lane will be closed until December 2016.
The Chairman had met with Edward Denne to discuss this further.
Re: Gill Lane and Hog Tub. – apparently there has been a “Pubic “ consultation, but some involved owners were not consulted, Clerk to write to Mr Rusling to ascertain who had actually been consulted, and to ensure that they do now receive consultation on this.
It was reported that bikers have destroyed the track only just laid by Cllr. P. Sillibourne, the K.C.C. Prow officer has stated that they and the police should be informed of any incidents, despite an email being sent to PROW no reply had been received.
|Village Hall:||Nothing further to report. The Chairman, Mr S. Cross had attended and will produce a Business Plan for consideration at the next meeting.|
|Borough Cllr:||Cllr. J. Martin had tendered her apologies.|
|Items of Interest:||It was noted that the electricity pole at North View had been removed at the request of the owner, but in doing so the street light has also been removed making the area very dark. Request to be made for the reinstatement of the light.|
|Date of the Next Meeting:||The next Meeting of the Parish Council was agreed for Thursday, 10th March 2016 at 8 p.m. in Bromley Ruckinge Village Hall
