|Meeting of the Parish Council held on Thursday, 12th November 2015 at 8.00 p.m. in Ruckinge Village Hall.|
|Present:||Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, D. Guy, A. Beaney, Mrs T. Cliffe-Harrison and the Clerk, Mrs M. Shaw.|
|Apologies:||Cllr. Mrs F. Burt, (Business commitment) and Mrs M. Hills.|
|Minutes:||The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. D. Guy, seconded by Cllr. Mrs T. Cliffe Harrison.|
|Matters Arising:||Sewage problems, Bromley Green Road – there has been no progress on these works. The Chairman was awaiting a response from Henry Burrows of Fisher German. It was understood that there are problems with some residents not signing access agreements with Southern Water..|

Letter from Mrs M. Sillibourne regarding the street light nearest the church is being obstructed by an overgrown tree. Clerk to contact highways.
Treasurers Account as at 30th October 2015 £ 17,537 – 05

Vass tipper hire, road planeings £ 500 + 100 V.A,T. Total £ 600 – 00
Discussion on 2016/2017 budget – It was suggested that the Chairman of both halls be invited to the next meeting to discuss their possible requirements for the financial year 2016/2017.
In the meantime it was suggested that the donations to the Village Halls be increased to £ 1,000 – 00 each, subject to the above.
For this financial year 2015/2016, it was proposed by Cllr. D. Guy, seconded by Cllr. Mrs T. Cliffe-Harrison to increase the donation towards the churchyard maintenance to £ 150 – 00 and unanimously agreed.
It was proposed by Cllr. A. Beaney, seconded Cllr. D. Guy by that the donation to the churchyard maintenance for the year 2016/2017 be increased to £ 200 – 00.
It was proposed by Cllr. S. Denis seconded by Cllr. Mrs T. Cliffe-Harrison, that the Precept should be £ 8,500 for the year 2016/2017 and unanimously agreed, subject to final confirmation at the next meeting.
Cherrytree Paddock application – The Chairman and Cllr. Mrs T. Cliffe-Harrison had been given incorrect information at the Planning Training session, it was not for residents to forward their comments to the Clerk for forwarding as anonymous individual comments to the Planning department but to be collated and sent under a letter in the Parish Council name. The Chairman had complied with this directive and the letter was duly signed and will be personally delivered to the Planning Department by Cllr. Mrs T. Cliffe-Harrison tomorrow.
15/01384/AS The Blue Anchor, Hamstreet Road, Ruckinge. An application for Lawful Development – Proposed use of the property for a use falling within use classes A1 (retail) and / or A3 (restaurant and café). The application was supported
15/01438/AS 1 Dimon Villas, Hamstreet Road, Ruckinge. Change of use of an existing outbuilding (Class C3) to operate as a nano brewery (Class B2). The application was objected to on ground of the dangerous access, lack of parking and the disposal of effluent from the site.
15/01446/AS Woodbury, Bromley Green Road, Ruckinge. Erection of a new ‘L’ shaped garage building. The application was supported.
|Carters Field/Bromley Green Hall:||
Pot hole in entrance to Car Park – this has been resolved. There is great concern that the lack of progress by Sothern Water is seriously affecting finances of the Bromley Green Hall due to the uncertainty of taking bookings due to the agreement for Southern Water to use the Car Parking facilities.
|Highways & Byways:||
The overgrown hedge at Dimon Hill will be trimmed both sides by Highways.
A complaint had been received regarding the positioning of an electric fence on a PROW – the Chairman will contact the farmer.
Cllr. P. Sillibourne reported that he had had delivery of road-planeings for the Canal Byway and these are being laid.
PROW – The Chairman will be meeting with Edward Denne and Natural England to discuss this further. Mrs V. Page is gathering evidence on Gill Lane.
|Local Needs Housing:||Letter from English Rural Housing Association – the Local Needs Housing schemes will now be excluded from the Governments “Right to Buy” proposals.|
