Meeting Minutes – September 2014

 

Meeting of the Parish Council held on Thursday, 11th September 2014 at 8pm in the Village Hall.
Present: Cllr. D. Guy in the Chair, Cllrs. P. Sillibourne, A. Beaney,  Mrs F. Burt, Mrs T. Cliffe-Harrison, Mrs A. Tanton and the Clerk, Mrs  M. Shaw.
Apologies:  Cllr. S. Denis,(Chairman).
Declarations:  Cllr. P. Sillibourne on AE 566 and Cllr. A. Beaney on the Village Hall.
Minutes: The minutes of the previous meeting had been circulated,  these were resolved as a correct record, proposed by Cllr. Mrs T. Cliffe-Harrison seconded by Cllr. Mrs A. Tanton.
Matters Arising: Sewage problems along Bromley Green Road – a letter received from Southern Water was read to the meeting. A meeting had been held with K.C.C. in May, the surface water drains are being jetted out. Cllr. Mrs A. Tanton to contact Southern Water pointing out that a contributory factor is the fact that many ditches, both in front and to the rear of the properties, have been filled in by owners and there are inadequate sized pipes laid under those driveways. Copy of letter received from Southern Water to be included on the web-site.

Finance: Treasurers Account  as at 31st August 2014 £9,689-56Cheques were approved and drawn:-Mrs M. Shaw, Salary (1st July 2014 to 30th September 2014)            £569–35.Administration expenses (1st July 2014 to 30th September 2014)   £120–21.

H.M.R.C. PAYE  (1st July 2014 to 30th September 2014)                 £142–34.

Littlejohn, Audit fees  £ 100 + £20 V.A.T. Total  £120

Planning: 14/01057/AS  Ashwell Lodge, Bromley Green Road, Ruckinge. Construction of a rear dormer roof extension. The application was supported.Approvals received:-14/00829/AS  Colt Farm, Bromley Green Road, Ruckinge. Erection of replacement dwelling.14/00727/AS  Fairfield House, Poundhurst Road, Ruckinge. Ancillary residential use of outbuilding as a games room to  Fairfield House.

14/00731/AS  Land rear of The Nook, Brambles and Churchfield    Cottage, Marsh Road, Ruckinge, Change of use from open space to residential garden.

Great concern was expressed that this application had been approved under Delegated Powers, when the Parish Council were lead to believe that this would be decided at a full Ashford Borough Council Planning Committee Meeting, especially as there were so many objections from the public and also from the Parish Council.  The full Officers Report to circulate.

Discussion also took place “Capel Gardens” and the A.B.C. Planning dept. notification of the discharge of conditions.  It would be appreciated if these could be checked by the Borough Councillor/s.

Carters Field/Bromley Green Hall: A request had been made by Stuart Kingsnorth to use Carters   Field for football – it was agreed that this was inappropriate in view of conditions in the “Field in Trust” Deed.It was proposed by Cllr. Mrs T. Cliffe-Harrison, seconded by Cllr. P. Sillibourne and agreed to that a further 10 tonnes be purchased for the car park.It was agreed that the field should be mown again.The condition of the trees was agreed to be left until the Chairman had consulted with the Tree Warden, Dr Chris Gove.
Highways & Byways: Nothing further on the “red” tarmac.Some pot-holes have been repaired and others are marked, the 30 m.p.h. sign opposite Court Lodge Farm has been knocked over and will be reported, it also needs repositioning to avoid damage by farm vehicles. There is a water leak outside Fairview Farm.The hedge at Hilcroft and others in his ownership need cutting.The hedge at Marsh Ward had been cut but the hedge at Marshside has not.

No repairs have been carried out to the bridge by Lords Farm over the Sedbrook sewer – K.C.C. to be reminded of this dangerous hazard.

Fly-tipping has again been occurring.

Village Hall Condition and Future: Cllr. A. Beaney updated members on the Village Hall, some remedial work had been carried out, the flat roof will need  renewing within the next five years.  He confirmed that unless volunteers come forward before next May there would not be a Management Committee.Considerable discussion took place on this, it was agreed that drastic action was needed to save the hall from closure through lack of support, suggestions for a public meeting pointing out this prospect were supported, preceded with a poster campaign.Cllr. A. Beaney was recommended to contact Michelle Byre at A.B.C. regarding the Community Grant Scheme.
Borough Councillor: Cllr. Martin had tendered her apologies.
Items of Interest: Concern was expressed that the system for circulation of plans for councillors opinions is no longer effective, a circulation list was agreed upon.  Any Councillors that are likely to be away between meetings are to ensure that the Clerk is aware. Should any application be of a contentious nature, a dispensation can be requested to enable the full council to discuss it.
Date of the Next Meeting: The next Meeting was agreed for Thursday 9th  October 2014 at 8 pm in the Church Hall.There being no further business the Chairman declared the meeting closed at 9.45 p.m.
