|Meeting of the Parish Council held on Thursday, 10th July 2014 at 8pm in the Village Hall.|
|Present:||Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, D. Guy, A. Beaney, Mrs T. Cliffe-Harrison, Mrs A. Tanton and the Clerk, Mrs M. Shaw. .|

|In attendance:||Cllr. Miss J. Martin (Borough Councillor) for part of the meeting and three members of the public.|
|Declarations:||Cllr. P. Sillibourne on AE 566, and Cllr. D. Guy on “the Oil Buying” Scheme.|
|Minutes:||The minutes of the previous meeting had been circulated, and amendment of “is scheduled to be completed by the end of June” these were resolved as a correct record, proposed by Cllr. Mrs T. Cliffe-Harrison seconded by Cllr. D. Guy.|
|Matters Arising:||Sewage problems along Bromley Green Road – letter received from Southern Water was read to the meeting. A meeting had been held with K.C.C. on May, the surface water drains are being jetted out. Cllr. Mrs A. Tanton to contact Southern Water pointing out that a contributory factor is the fact that many ditches, both in front and to the rear of the properties, have been filled in by owners and there are inadequate sized pipes laid under those driveways. Copy of email received from Southern Water to be included on the web-site.|
|Finance:||Treasurers Account as at 30th June 2014 £10,828-90Cheques were approved and drawn:-It was proposed by Cllr. D. Guy, seconded by Cllr. Mrs A. Tanton to increase the subscription to GLEAM to £ 50 which gives lifetime membership of this organisation and was unanimously agreed.

|Planning:||Applications received:-14/00828/AS Colt Farm, Bromley Green Road, Ruckinge. Replacement Barn, stables and change of use of land for keeping of horses.14/00829/AS Colt Farm, Bromley Green Road, Ruckinge. Erection of replacement dwelling.
14/00727/AS Fairfield House, Poundhurst Road, Ruckinge. Ancillary residential use of outbuilding as a games room to Fairfield House.
As none of the applications had been available it was agreed that members would inspect on the A.B.C. web-site and forward their views to the Clerk for submission to A.B.C.
The meeting was closed at 8.40 p.m. to allow residents to speak on application no. 14/00731/AS.
Meeting reconvened at 8.55 p.m.
14/00731/AS Land to the rear of The Nook, Brambles and Churchfield Cottage, Marsh Road, Ruckinge.Change of use from open space to residential garden. It was agreed that the Chairman would compose the Parish Council objection, to be circulated for councillors approval. If this goes to the full Planning Committee it was agreed that a member of the Parish Council will speak against.
14/00551/AS Aldworth, Bromley Green Road, Ruckinge. Proposed extensions to create upper floor and associated alterations.
14/00564/AS Hillside, Bromley Green Road, Ruckinge. Erection of a single storey front extension.
14/00278/AS Meadow View Industrial Estate, Hamstreet Road, Ruckinge. Retrospective planning application for the installation of doors and windows, a mezzanine floor and the change of use of part of the building to form a separate industrial unit. Report on the planning approval – to circulate.
|Carters Field/Bromley Green Hall:||The “Field Day” had been successful, thanks to all the volunteers, it was agreed that photographs of the event be on the web-site.The fence has been erected and was approved for payment when the invoice is received from Mr Baldock, in the sum of
£ 625 – 00.A quotation had been received for the Children’s Play area mowing in the sum of £ 20. It was proposed by Cllr. S. Denis, seconded by Cllr. D. Guy and unanimously agreed that this could be mown on a voluntary rota basis, to be put on the web-site.
The sign for Carters Field needs updating – to be discussed at the next meeting.
|Highways & Byways:||Nothing further on the “red” tarmac.Some pot-holes have been repaired and others are marked.Public Right of Way AE566, The Internal Drainage Board and Cllr. P. Sillibourne have each provided 20 tonnes towards its reinstatement which is in the process of being laid. Cllr. P. Sillibourne has applied for a grant from Cllr. M. Angell, County Councillor, to finance further 40 tonnes. Appreciative comments have been made by walkers using the path. Cllr. Sillibourne has also provided materials for the first 200 yards of “Hog Tub” lane.
There had been no response from the owners of the overgrown hedges – the K.C.C. Highways Inspector is meeting with the owners.
|Web site:||In addition to the photographs and the Southern Water letter, it was agreed to publicise the Bromley Green Hall and invite volunteers to join the committee.|
|Village Hall Deeds:||Cllr. Mrs T. Cliffe-Harrison has received confirmation that Title Absolute has been granted and documents now returned to her. Also some of the Historic Documents. She was sincerely thanked for all her work on this. It was agreed that these documents be deposited with the Solicitors.|
|Village Hall Valuation:||It was agreed to leave in abeyance for the time being.|
|Village Hall Condition:||It was agreed to leave the next meeting when a full Council are present.|
|Borough Councillor:||Cllr. Martin gave a further update on the proposals for M20 Junction 10.|
|Oil Buying Group:||Following discussion at the 14th February 2013 meeting, it was proposed by Cllr. Mrs T. Cliffe-Harrison, seconded by Cllr. P. Sillibourne to donate £ 30 – 00 to the Oil Buying Group to help with their publicity and was unanimously agreed.|
|Items of Interest:||It was agreed that a letter of thanks be sent to the Mayor for his attendance at the “Field Day”.
The Parish Council sincerely thanked Cllr A. Tanton for all her work for the Carters Field project and for Bromley Green Hall.
