Meeting Minutes – May 2014

 

Meeting of the Parish Council held on Thursday, 8th May 2014 at 8pm in the Village Hall.
Present: Cllr. S. Denis in the Chair, P. Sillibourne, D. Guy, Mrs F. Burt. Mrs T. Cliffe-Harrison, Mrs A. Tanton and the Clerk, Mrs  M. Shaw. 
Apologies: Cllr. A. Beaney.
Election of Chairman: Cllr. S. Denis was proposed by Cllr. P. Sillibourne, seconded by Cllr Mrs T. Cliffe Harrison.  There were no other nominations.  Cllr. Denis duly elected as Chairman signed his “Declaration of Acceptance of Office”.
Declarations of interest: Cllr. P. Sillibourne on Public Right of Way AE566.
Election of Vice Chairman: Cllr. D. Guy was proposed by Cllr. Mrs T. Cliffe Harrison, seconded by Cllr Mrs F. Burt, there being no other nominations Cllr. Guy duly elected as Vice-Chairman.
Minutes: The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. D. Guy seconded by Cllr. Mrs T. Cliffe-Harrison.
Matters Arising: Sewage problems along Bromley Green Road – some work has apparently been done but with no obvious immediate effects.

Finance: Treasurers Account  as at 30th April 2014 £13,580–41 (Includes ½ year precept, concurrent functions grant and support  Grant)Cheques were approved and drawn:-HCI Data Limited, Web subscription, until 27th April 2016 £83–40 incl. V.A.T.It was proposed by Cllr. Mrs F. Burt, seconded by Cllr. Mrs T. Cliffe-Harrison to continue membership of K.A.L.C and unanimously agreed.
K.A.L.C. £237–87 + V.A.T.  £47–56  Total due  £285–34
Planning: Approvals received:-
14/00339/AS  Acorns, Bromley Green Road, Ruckinge, 2 storey rear extension.
14/00297/AS   Sutcliffe, Bromley Green Road, Ruckinge, Conversion of garage to habitable accommodation and single storey side extension.
Carters Field/Bromley Green Hall: It is proposed by B.G.R.A. to have a “Summer Fair” on Saturday, 5th July at 2 p.m., possibly as a joint venture for the unveiling of the Queen II Jubilee Cairn and plaque.  It was suggested that the Mayor of Ashford be approached to perform the ceremony.There had been further fund raising events, and the Quiz Night had been sold out.Cllr.
A. Tanton  had obtained a quotation for further fencing at Carters Field, to match that already replaced. It was agreed that the small pedestrian gate should be replaced in addition to the actual field gate.Further quotations are to be obtained and circulated for councillors approval. It was agreed that Carters Field should be mown.
The proposal of a “Diamond of Trees” will be addressed nearer to the planting time of October/November.
Highways & Byways: Nothing further on the ”red” tarmac.Public Right of Way AE566, Cllr. S. Denis has forwarded photographs to K.C.C. Highways PROW. County Cllr. M. Angell is also investigating this with Mr G. Rusling, PROW Officer.
There had been no response from the owners of the overgrown hedges – a further letter to be sent.
Web site: The web-site subscription has been renewed.
Village Hall Deeds: The Land Registry are currently inundated with applications, no more information had been requested, so it could be a further wait of up to another four/five weeks.
Village Hall Condition: The K.C.C. Members Grant forms are being revamped, Cllr. M. Angell will forward in due course.
It was suggested that the Village Hall committee could apply for a Community Projects grant for an “Environmental Upgrade” of the Village Hall..
 
Borough Councillor: Cllr. Howard informed councillors that the A.B.C. web-site is being upgraded.  There is a site which invites support for Military families not only from the Council but from residents.
He gave a brief update on the site formally known as “Silver Birches”.
Items of Interest: It was suggested that a contribution be given towards the petrol used for the churchyard mowing, to be discussed at the next meeting.
A lady had contacted the Chairman to inform him that Officials of Ashford Borough Council had attended the land on the north side of Bromley Green Road at the rear of the Bramley House Care home/the “The Pheasantry”, and had taken photographs of the tree cutting/felling works carried out there.
Date of the Next Meeting: The next Meeting was agreed for Thursday 12th June 2014 at 8 p.m.There being no further business the Chairman declared the meeting closed at 9.40 p.m.
