Meeting Minutes – March 2014

 

Meeting of the Parish Council held on Thursday, 13th March 2014 at 8pm in the Village Hall.
Present: Cllr. S. Denis in the Chair, Cllrs. A. Beaney, P. Sillibourne, D. Guy, Mrs T. Cliffe-Harrison, Mrs A. Tanton and the Clerk, Mrs  M. Shaw. 
In attendance: Two members of the public. Borough Councillor, Mrs J. Martin.
Apologies: Cllr. Mrs F. Burt.
Declarations of Interest: Cllr. P. Sillibourne on Public Right of Way AE566 and Cllr. A. Beaney on the Village hall.
Minutes: The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. A. Beaney, seconded by Cllr. Mrs T. Cliffe-Harrison.
Matters Arising: Sewage problems along Bromley Green Road – letters have now been sent to residents by Southern Water, but there is no progress on the actual remedial work taking place. The tankers are still pumping but only after notification by the residents.   Cllr. J. Martin updated Councilors from her knowledge.There is to be a meeting to discuss “Flooding” in general at Ashford Borough Council on 27th March.

Finance: Treasurers Account  £  10,448 – 18Income received:-Borough Councillors Grant  £200 towards the Cairn. Grateful thanks were extended to Cllr J. Martin.Cheques were drawn:-

The meeting was closed at 8.15 p.m. to allow residents to comment on application 14/00278/AS

The meeting reconvened at 8.30.p.m.

Planning: 14/00278/AS  Meadow View Industrial Estate, Hamstreet Road, Ruckinge. Retrospective planning application for the installation of a door and window to the rear, mezzanine floor and change of use of part of building to a separate industrial unit. The application was strongly objected to.14/00227/AS Land to the rear of The Nook, Brambles and Church field Cottage, Marsh Road, Ruckinge. Change of use from open space to residential garden.Borough Councillor J. Martin had immediately prior to this meeting met with residents and reported their views. This was then discussed and was strongly objected to and that the area should be retained as an open public area and not sold by A.B.C.14/00276/AS  Ashwell Lodge, Bromley Green Road, Ruckinge. Integral garage conversion to habitable accommodation. The application was supported.
Millennium Sign: The Chairman had contacted Mr Stiles again and it was hoped that this would be completed “towards the middle” of the following week.
Carters Field/Fields in Trust: Usage of the field – The Chairman had circulated rough guidelines, which were then discussed and agreed.  These being for recreation, camping, caravan clubs (with exemption certificates), team games and communal events, and that these must not contravene the “Fields In Trust Dedication Deed”. Proposed by Cllr. Mrs A. Tanton, seconded by Cllr Mrs T. Cliffe-Harrison and unanimously that the Parish Council should retain the control of Carters Field.At present there are no facilities for camping and caravanning – these to be left in abeyance for the time being.The Chairman will circulate the guidelines via the Parish Magazine and the web-site.It was proposed by Cllr. P. Sillibourne, seconded by Cllr. D. Guy and agreed that another 16 tonne load would be beneficial for the car park, Cllr. Sillibourne will organise.A letter of thanks to be sent to Athens Farm and to the Bromley Green Resident Association for their help.Construction of the Cairn will begin next week.
Bromley Green Hall: Fund-raising is continuing.
Highways & Byways: Nothing further regarding the provision of “red tarmac” at the entrance to the village, various road names and signs still need replacing. Numerous Pot-holes are still on K.C.C. list.Public Right of Way AE566 – it was agreed that an amended letter be sent to K.C.C. P.R.O.W. regarding the Royal Military Canal Path, inviting RROW Officer, Ms F. Faires to a meeting with the Parish Councillors – to be approved by councillors prior to sending.The parapet wall crossing the Sedbrook sewer beside the entrance to Lords Farm, at the edge of the road had been knocked down.  K. C. C. to be notified.
Web site: The web-site subscription requires renewal next month.
Village Hall Deeds: More documents had been requested by the Land Registry.
Village Hall: There are serious problems with the roof, soffit boards etc., quotations are in the process of being obtained, these will probably be in the region of £ 1,000 +.  It was resolved that the Parish Council will assist with finance for these essential repairs, proposed by Cllr. P. Sillibourne, seconded by Cllr. Mrs T. Cliffe-Harrison.  Investigations are to be made regarding the possibility of K.C.C. Member grants.  .
Borough Councillors: Cllr. J. Martin had already given updates of Bromley Green drainage and Meadow View Industrial Estate.
Items of Interest: A request had been received by the Bromley Green Residents Association for permission to erect additional lighting for the Carters Field car park area.  It was agreed that
further details of the precise location will be required especially in relation to the proposed Cairn.The Flag Pole had been vandalised with the nuts being loosened, and is currently lying in the Churchuard for safety reasons.  A new finial is to be made.The Telephone Kiosk need cleaning – BT to be contacted.It was noted that the litter bin at the Village hall has been missing for a considerable time..
Date of the Next Meeting: The next meeting of the Parish Council was agreed for Thursday, 10th April 2014 at 8 p.m in the Village Hall.There being no further business the Chairman declared the meeting closed at 9:40p.m.
