Meeting Minutes – February 2014

 

Meeting of the Parish Council held on Thursday, 13th February 2014 at 8pm in the Village Hall.
Present: Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, D. Guy, Mrs F. Burt, Mrs T. Cliffe-Harrison and Mrs A. Tanton, and the Clerk, Mrs  M. Shaw.
In attendance: P.C.S.O. Andrew HucksteppBorough Councillors Mrs J. Martin and W. Howard.
Apologies: Cllr. A. Beaney
Declarations of Interest: Cllr. P. Sillibourne on Public Rights of Way.
Minutes: The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr.
P. Sillibourne, seconded by Cllr. Mrs T. Cliffe-Harrison.
P.C.S.O: P.C.S.O. Andrew Huckstepp was introduced to the meeting and gave details of his role in the Community and gave his contact details to councillors.  He provided an up to date report of the problems in the surrounding area which could possibly occur in the Parish, he was unaware of two crimes which had occurred recently. He would attend meetings whenever possible and was thanked for his atttendance and he then left the meeting.
Matters Arising: Sewage problems along Bromley Green Road – tankers had been pumping constantly during the torrential rain. A meeting had been held between Southern Water, Cllr Tanton, Mr & Mrs Hunt, (who are very knowledgeable about the sewage system since its inception). Letters will be sent to residents to explain the current situation. There is a warning system to show where problems are occurring but this system will be surveyed shortly.

Finance: Treasurers Account  £10,296-18   Cheque was approved and drawn:-Flag Pole requisites  £48–00It was agreed that Councillors will be more involved in the budget setting process in the future due to the Carters Field responsibilities and the Churchyard maintenance contribution possibilities. It was proposed by Cllr. P. Sillibourne, seconded by Cllr F. Burt and unanimously agreed that the donations to both Halls for the year 2014/2015 will be £750 each.
Planning: A.B.C. Local Plan updated Site submission list – as circulated.Approvals received:-13/00897/AS  Brisley Farm Buildings, Brisley Lane, Ruckinge. Proposed agricultural storage barn and lean-to.

13/01277/AS  The Oaks, Bromley Green Road, Ruckinge. Erection of a detached building to form an annex (resubmission to   application 13/01068/AS).

13/01276/AS  Costa cottage, Bromley Green Road, Ruckinge. Change of use of land to garden, relocation of oil tank to inside the fenced garden and relocation of garden shed (retrospective).

13/1293/AS Munn Cottage, Marsh Road, Ruckinge. Erection of a two storey side extension with dormer window to front, front porch, conservatory and replacement windows to existing house.

Concern was expressed that the Borough Council are ignoring the Parish Councils comments on applications in particular the retrospective applications

Millennium Sign: The Chairman had contacted Mr Stiles again about the sign and it was hoped to be progressed as soon as possible..
Carters Field/Fields in Trust: The weather had been unsuitable for the construction of the Cairn.  The application form for the Ward Member grant of £200 for this needs to be submitted by the end of February.   In view of the close proximity it will be an opportunity to work with the Bromley Green Residents Association.  It was agreed that the Chairman will draft Guidelines for the use of the field for consideration at the next meeting.  A request from a Football Club to use the field was considered, it was agreed that the field should only be for Ruckinge organisations or residents – the Chairman will respond.

It was resolved to purchase a load of road planeings to improve condition of the car park, the cost being in the region of £250 to £300 per load, seconded by Cllr. Mrs F. Burt. Cllr. P. Sillibourne will resource other quotations for this. An offer to spread and consolidate has been made by the occupier of Athens Farm with the necessary machinery.

Bromley Green Hall: The accounts have been received. There have been numerous offers of help with the decoration, kitchen fitments,  electrical requirements, etc.
Highways & Byways: Nothing further regarding the provision of “red tarmac” at the entrance to the village.  Pot-holes are slowly being repaired, others need reporting. Cllr. P. Sillibourne had raised various matters and circulated to Councillors, the majority had been reported to K.C.C. with the exception of the Public Rights of Way along the Canal Bank. It was agreed that a letter be sent to K.C.C. P.R.O.W. regarding the Royal Military Canal Path – to be approved by councillors prior to sending.It was agreed that the regulation K.C.C. letter regarding overgrown hedges and trees together with a covering letter from the Parish Council be sent to the relevant owners.    An email had been circulated regarding the usage by lorries of the Bilsington to Newchurch Road asking for the Parish Councils support in opposing a planning application in Shepway District. The Parish Council have not and will not be consulted on the application. It was unanimously agreed that whilst concern was expressed about mis-directing of lorries/vehicles using Sat. Navs., not to support the request to oppose the planning application.

A Dog Waste Bin is required along the AE 550.

Web site: Overgrown Hedges have featured on the web-site and logins are about the usual amount.
Village Hall Deeds: The relevant paperwork has been forwarded by Cllr. Mrs T. Cliffe-Harrison.
Borough Councillors: Both Councillors were in attendance and gave updates of Ashford Borough Council including the purchase of International House in Dover Place, Ashford in order to generate income. Cllr. Mrs J. Martin raised the subject of the aforementioned Shepway planning application, this subject had already been discussed and the decision made was ratified.
Items of Interest: Meadowview Estate – the non-compliance of the retrospective planning application conditions are being investigated by Ashford Borough Council with reference to Enforcement Action being taken.
Cllr. P. Sillibourne had been given a picture of the Old Mill, it was agreed to accept it for display in the Village Hall.
Date of the Next Meeting: The next meeting of the Parish Council was agreed for Thursday, 13th February 2014 at 8 p.m in the Village Hall.There being no further business the Chairman declared the meeting closed at 9:40p.m.
