Meeting Minutes – November 2013

Meeting of the Parish Council held on Thursday, 14th November 2013 at 8pm in the Village Hall.
Present: Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, A. Beaney, Mrs T. Cliffe-Harrison, Mrs A. Tanton and the Clerk, Mrs  M. Shaw.
In attendance: Three members of the Public.
Apologies: Cllrs. D. Guy, A. Beaney and Mrs F. Burt.
Declarations of Interest: There were none.
Minutes: The minutes of the previous meeting had been circulated, these were resolved as a correct record proposed by Cllr. S. Denis, seconded by Cllr. Mrs T. Cliffe-Harrison.
Matters Arising: Sewage problems along Bromley Green Road – nothing further. Southern Water, Mr A. Yarnell, had confirmed that the work is “programmed”.

Finance:
  • Treasurers Account 18th October 2013 (as shown on statement)   £11,335 – 02
  • A draft Budget had been circulated, this to be considered and finalised at the next meeting.
Planning: 13/001253/AS Woodstock, Bromley Green Road. Rear Garage extension. It was resolved to support the application, proposed by Cllr. P. Sillibourne, seconded by Cllr. Mrs A. Tanton.The meeting was closed at 8.25 p.m. to allow Mr Chaplin to discuss the Village Flag Pole with Councillors. Thanks were extended to him for his help in this matter.The meeting reconvened at 8.35 p.m.
Millennium Sign and Flag Pole: It was resolved that the recommendations for the Flag Pole requisites made by Mr Chaplin should be implemented, costing to Be ascertained for discussion at the next meeting,  Cllr. P. Sillibourne to liaise with him.Cllr. P. Sillibourne has removed the Holly Tree in the Churchyard He detailed the proposed location of the Sign and the Flag Pole, the pedestrian gate is to be re-located, and another one made to enable easier access for “Oak Ridge” residents. The Chairman will endeavour to contact Mr Stiles again about the sign.
Carters Field/Fields in Trust: The plaque has been received, it is made of LM6 anodized aluminium, it was agreed that it should be mounted at 30 degrees  Discussion on the height and material for the construction of the mounting cairn will be decided at the next meeting.Cllr. J. Martin expressed her willingness to provide part of her Borough Councillors Grant towards this project for which she was sincerely thanked.It was agreed that an inventory of all the documentation should be made for inclusion in the box proposed to be kept in the secured cupboard in the Village Hall. Any Deeds should be at the Solicitors safe-keeping.
Bromley Green Hall: Further meetings of the Residents Association had been held and there now is more enthusiasm for the future of the hall and the re-establishing of a working committee. It was confirmed that the donation towards the hall upkeep is greatly appreciated.  In view of the close proximity of this to Carters Field it was agreed to keep this on the agenda.
Highways & Byways: Nothing further regarding the provision of “red tarmac” at the entrance to the village.  Pot-holes are slowly being repaired.  Fly-tipping has been reported. The AE550 gate onto the A2070 has been provided with another padlock.      .
Web site: The “log-ins” are increasing. Regarding the content of the site it was resolved that the Home Page should be for items of general interest to members of the public with links to the Parish Council and Bromley Green Residents Association, who are intending to have their own website.
Village Hall Deeds: This is being pursued by Cllr. Mrs T. Cliffe-Harrison..
Items of Interest etc. The new landlord of the Blue Anchor attended and was welcomed to the village.The salt bag has been delivered by K.C.C. but at the Church Hall instead of the Village Hall, Cllr P. Sillibourne had cut the necessary area of hedge, removed the previous years salt bag and re-positioned the new one in the correct position. It was agreed that the remainder of the hedge will be inspected by Cllrs. Beaney and Sillibourne.
Date of the Next Meeting: The next meeting of the Parish Council was agreed for Thursday, 5th December 2013 at 8 p.m in the Village Hall.There being no further business the Chairman declared the meeting closed at 9:40p.m.
