Meeting Minutes – October 2013

Meeting of the Parish Council held on Thursday, 10th October 2013 at 8pm in the Scout Hut.
Present: Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, Mrs T. Cliffe-Harrison, Mrs A. Tanton, and the Clerk, Mrs  M. C. Shaw.
Apologies: Cllrs. D. Guy, A. Beaney and Mrs F. Burt.
Declarations of Interest: There were none.
Minutes: The minutes of the previous meeting had been circulated,   after amendment of the word “planning” to screening” regarding the solar farm, these were resolved as a correct record proposed by Cllr. P. Sillibourne, seconded by Cllr. S. Denis.
Matters Arising: Sewage problems along Bromley Green Road – nothing further.
Correspondence:
  • Approval of Annual Audit return
  • Green Energy Gyms
  • K.A.L.C. Ashford Area Committee Minutes
  • Parish Forum deferred until December
  • Good Councillors Guide.
  • Crime Commissioners report – as circulated
Finance: Treasurers Account as at 30th September 2013 £ 12,665 – 02Income received:-
A.B.C. Precept and Concurrent Functions Grant  £ 5,055 – 00Cheques to be drawn:-

  • Littlejohn LLP, Audit Fees  £ 100 + V.A.T. £ 20  Total £ 120
  • M. Baldock, Fencing, Carters Field £ 535 – 00
Planning: 13/01068/AS  Ms M Hills, The Oaks, Bromley Green Road. Erection of a new detached building to replace an existing building to form an annex and store. The application was objected to, being two tier development constituting another dwelling where one would not normally be permitted, proposed by Cllr. P. Sillibourne, seconded by Cllr. Mrs T. Cliffe Harrison.  Borough Councillors to be informed.
Approvals received:-

  • 13/00857/AS   Mr R. Thompson, Woodbury, Bromley Green Road. Erection of cart shed to replace existing sheds.
Millennium Sign and Flag Pole: The Chairman will remind Mr Stiles about the sign.  The Holly Tree in the Churchyard may be in the way – agreed to leave any discussion until the November meeting.
Carters Field/Fields in Trust: The Land Registry Document has been received. The fencing has been completed along the roadside boundary, the old posts have been removed, any that were reusable have been relocated where required. Mr R. Greenfield has continued to maintain the grass at the play area. The plaque has not yet been received, as soon as it is the mounting plinth can be constructed. Opening Ceremony – discussion to be deferred until the next meeting.
Bromley Green Hall: A meeting of the Residents Association had been held to discuss the future of the Hall.  The Parish Council Chairman attended together with Cllrs. Mrs T. Cliffe-Harrison and Mrs A. Tanton and reported thereon.
Highways & Byways: Several pot-holes are to be reported. It was suggested that K.C.C. be approached regarding the provision of “red tarmac” at the entrance to the village.A considerable amount of money has been spent on the AE550 byway. The gate onto the A2070 requires another padlock – K.C.C. PROW to be informed.
Web site: The “Hits” are increasing, a photograph of the new fencing at Carters Field is displayed on the site.
Village Hall Deeds: Nothing further.
Items of Interest etc. Further discussion took place on Bromley Green Hall, another Residents Association meeting is to be held on 29th October..
Date of the Next Meeting: The next meeting of the Parish Council was agreed for Thursday, 14th November 2013 at 8 p.m in the Village Hall.There being no further business the Chairman declared the meeting closed at 10:10p.m.
