Meeting Minutes – July 2013

Meeting of the Parish Council held on Thursday, 11th July 2013 at 8pm in the Village Hall.
Present: Cllr. S. Denis in the Chair, Cllr. D. Guy, Cllr. A. Beaney,  Cllr. P. Sillibourne, Cllr. Mrs F. Burt, Cllr. Mrs T. Cliffe-Harrison, Cllr. Mrs A. Tanton and the Clerk, Mrs M. C. Shaw.
Declarations of Interest: Cllr. A. Beaney regarding Fairview and planning application 13/00703/AS.
Minutes: The minutes of the previous meeting had been circulated,   these were proposed as a correct record by Cllr. Mrs T. Cliff-Harrison, seconded by Cllr. Mrs A. Tanton and unanimously agreed and duly signed by the Chairman, Cllr. S. Denis.
Matters Arising:
  • Sewage problems along Bromley Green Road – nothing further.
  • “Activity” adjacent to the A2070 by the fly-over – reported to A.B.C. and is now under investigation.
Emergency Planning: Nothing further.  The reference document will be put on the web-site, and parishioners are invited to comment. After considerable discussion had occurred, it was thought that such an extensive Emergency Plan was not really necessary.

  • K.A.L.C. minutes, it was drawn to attendees attention that trees in Public areas need to be inspected every five years by an Arborculturalist, the Tree Warden could be asked to carry out this inspection in due course.  Cllr. Mrs T. Cliffe-Harrison will obtain further information.
  • Rural Conference, Rare Breeds Centre,  Tuesday, 24th September 2013, details to follow.

Planning:
  • 13/00522/AS   Mr Neil Phelps, Kia Ora, Bromley Green Road, Ruckinge.An application to replace an extant planning permission on 10/00763/AS for replacement dwelling, demolition of existing temporary accommodation once construction completed.The application was supported.
  • 13/00703/AS  Mr & Mrs C. Small, Hilcroft Cottage, Hamstreet Road, Ruckinge. Proposed erection of equine ménage. The application was supported.
  • 13/00615/AS  Mr S. Morgan, Woodreeve Farm, Ruckinge. Proposed two storey side and rear extension (amended scheme)The application was supported.

Approvals received:-

  • 13/00528/AS  Mr Robert Russell, Dimon Cottage, Hamstreet Road, Ruckinge. Installation of a free standing solar photovoltaic panels (16 Sanyo HIT-N253SE100) – retrospective.
Millennium Sign and Flag Pole: Cllr. P. Sillibourne reported that the P.C.C. have to apply to the Church Faculty for permission for the siting of these in the Churchyard.  Cllr. S. Denis will write to Mr R. Stiles regarding progress on the Millennium Sign.
Carters Field: The signed Deed of Dedication has been received and Carters Field is now a part of the “Queen Elizabeth II Fields In Trust”.  Two Land Registry Forms are still required to be completed, but had not been sent.  The Plaque is 400mm in diameter and made of anodized aluminum, ideally this needs to be mounted on a wall. But in view of the location this is not possible, it was suggested by Cllr. A. Beaney that a brick mounting “point” could be erected and the Plaque mounted at an angle to display to its best advantage and he will investigate this further.  The suggestion of a Ceremonial event to unveil this will be discussed at the next meeting.A perimeter fence is required at the road side – the Chairman will obtain three quotes. The mowing needs to be done again in two to three weeks, Mr Sillibourne was willing to carry this out.The Deeds – the Land Registry will unfortunately destroy many of the very historical documents, but hopefully they will only destroy the certified copies and return the old documents to the Parish Council.  It was agreed that as the Heritage Society are intending to buy a cabinet for the Village Hall to store their documents, the Parish Council documents could possibly also be put in there for safe keeping..
Capel Gardens:(Silver Birches) There are advertisements in the local papers which are very misleading including the change of name.  The site continues to  be monitored.
Highways & Byways: Cllr A. Beaney will collate the pot-holes which need reporting to K.C.C. Public Rights of Way.It was hoped that County Cllr. M. Angell will be able to attend the September meeting.Fly-tipping continues along Hog Tub Lane and is now blocking this completely in places, residents and Clerk had previously reported this, the Chairman had subsequently sent a photo to P.R.O.W. again before any action had been taken.
Web site: It was agreed to mention the Carters Field “Fields in Trust” initiative and ask for volunteers to help with the plans for this.
Village Hall Deeds: The Hall is to be Registered with the Land Registry if not already done.
Borough Councillor: Apologies were received from Cllr. W. Howard.
Items of Interest etc. Fairview Estate – numerous rubbish burning incidents have been occurring, one of which necessitated the neighbours use of a hosepipe to extinguish a bonfire very late on a Sunday night, this has been reported to A.B.C. Environmental Health.Handyman Scheme – further information is required before any discussion.Possible loss of recycling facilities and the resultant financial implications for the Parish.Considerable discussion took place on the future of Bromley Green Hall. It was agreed to again contact the Residents Association inviting them to attend one of our meetings to discuss their Hall.  A letter to be composed by the Chairman Cllr. D. Guy and Cllr. Mrs A. Tanton for sending. It was suggested that a flyer be circulated inviting residents of Bromley Green Road to participate in helping to keep the Hall maintained and invigorated..
Date of the Next Meeting: The next meeting of the Parish Council was agreed for Thursday, 12th September 2013 at 8 p.m.. in the Village Hall. There being no further business the Chairman declared the meeting closed at 10:00p.m.
