Meeting Minutes – June 2013

Meeting of the Parish Council held on Thursday, 13th June 2013 at 8pm in the Village Hall.
Present: Cllr. S. Denis in the Chair, Cllr. D. Guy, Cllr. P. Sillibourne, Cllr. Mrs T. Cliffe-Harrison, Cllr. Mrs A. Tanton and the Clerk, Mrs M. C. Shaw.
Apologies: Cllrs. Mrs F. Burt and A. Beaney
In attendance: W. Howard Esq., (Borough Councillor). Mr R. Cherry and Mrs F. Cross.
Declarations of Interest: There were none.
Minutes: The minutes of the previous meeting had been circulated, these were proposed as a correct record by Cllr. D. Guy, seconded by Cllr. P Sillibourne and unanimously agreed and duly signed by the Chairman, Cllr. S. Denis..
Emergency Planning: Mr B. Cherry had formulated a draft Emergency Plan which he circulated for the Parish Council to consider, and he went through this in detail, he was thanked for his excellent progress on this, and it was suggested that he attend the next meeting when this has been considered by Councillors.
Matters Arising: Sewage problems along Bromley Green Road – apparently some surveying has been done and a report is awaited by Southern Water from the Contractors.  It was suggested that the new Borough Councillor, Mrs J. Martin could assist with this, Cllr. Mrs A. Tanton will contact her.
Correspondence:
  • A.B.C. Changes to Planning – as circulated.  Concern was expressed that unless the building is “Listed” or in a Conservation Area only immediate neighbours can object to an application not the Parish Council. Cllr. D. Guy had contacted the principle Planning Officer regarding a particular planning application but had not yet received a satisfactory reply but he would pursue this

Finance: Treasurers Account £9,720-8Cheques were approved and drawn:-
Mrs M. Shaw, Clerks Salary 1st April 2013 to 30th June 2013  £675–00  less P.A.Y.E.  £135–00  Total due  £540–00.Administration expenses  £179–21.H.M.R.C.  P.A.Y.E   £135–00.

S. M. Sillibourne, Mowing Carters Field £75 plus V.A.T. £15-00 total  £90–00.

Planning: 13/00528/AS  Mr Robert Russell, Dimon Cottage, Hamstreet Road, Ruckinge. Installation of a free standing solar photovoltaic panels  (16 Sanyo HIT-N253SE100) – retrospective. The application was supported.13/00613/AS and 13/00614/AS Mr Paul Manley, Horton Green, Ash Hill, Ruckinge. Re-building of dismantled side lean-to, retaining historic framing, to form proposed music room & utility room with access doorway into existing farmhouse. The applications were supported.Approval received:-

13/00457/AS  Mr & Mrs Howison,  Mill House, Marsh Road, Ruckinge Replacement side extension, fitting of external cladding and replacement garage/workshop.

12/01309/AS  Land west of Elmhurst, Wey Street, Ruckinge Small barn for storage and security of horticultural equipment.

Millennium Sign and Flag Pole: Mrs F. Cross reported that the PCC had drafted a plan for the siting of these, but there are no indications of costs to date. Further discussions will take place and something should be decided by early September.There are “issues” with the Memorial inside the Church, this could now be “picture frame” type.
Carters Field: The Clerk had been in contact with Messrs. Halletts, Solicitors in Ashford who had a bundle of papers relating to Ruckinge, Cllr. A. Beaney had followed this up and documents relating to Carters Field and the Village Hall were discovered.  These are currently with Cllr. Mrs Cliffe-Harrison.  In the meantime, Lloyds admitted that they had lost them and that they were willing to pay any costs of replacement, Lloyds to be informed of the above.  The land can now be Registered.
Fields In Trust: The Deed of Dedication has still to be ratified by “Fields In Trust” – Cllr. Mrs A. Tanton will follow this up. The “volunteer” day had taken place and one of the gates has been erected, the dog bin also had been positioned.  More publicity is required for the event when the plaque is to be “unveiled”.  Cllr. P. Sillibourne reported that the grass has been cut, a discussion took place on the frequency of grass mowing and gave recommendations for the fencing and the control of the ragwort and other weeds.
Silver Birches: Several aspects of the Inspectors report are still awaited by Ashford Borough Council. However, this is being monitored by residents, Tarmac has been laid, noise and rubbish are of concern and there are sewage issues which have been brought to the Environment Agency attention.  The site is regularly being inspected by A.B.C.
Highways & Byways: The request for Winter Restriction orders to be placed on Public Rights of Ways AE550. AE563, AE566, AE576, AE576 and AE578 has met with a negative response.It was agreed to invite County Councillor M. Angell to the next meeting to discuss PROW’s, in particular the AE550.Fly-tipping continues along Hog Tub and is now blocking this completely in places, residents had reported this – to be reported to KCC PROW again.
Web site: It was agreed to mention the Carters Field “Fields in Trust” initiative and ask for volunteers to help with the plans for this.
Borough Councillor: Apologies were received from Cllr. Mrs J. Martin, she had  forwarded a report by email, which the Clerk will forward to Councillors.  Cllr. W. Howard had a copy of this and elaborated thereon: there is to be a Food Fair in the town centre on 21st & 22nd June, and the pre-construction Aldington Care Home Scheme had had a consultation event. He gave further details of the new Borough recycling scheme which begins on 8th July. There are roadshows throughout the month. There is considerable opposition from some Borough residents, but this will have a trial period. The village caretaker scheme was also mentioned. He informed Councillors that the Ward Member grants have now increased to £ 4,000 per member for local projects.
Items of Interest etc. There is “activity” which could require planning permission Interest etc. between the by-pass and the railway line the Hamstreet side just before the Poundhurst Road flyover.  The Planning dept. to be informed.It was agreed to write to the Bromley Green Residents Association inviting them to attend one of our meetings to discuss their Hall.
Date of the Next Meeting: The Annual Meeting of the Parish Council was agreed for Thursday, 12th September 2013 at 8 p.m.. in the Village Hall.There being no further business the Chairman declared the meeting closed at 10:00p.m.
