|Meeting of the Parish Council held on Thursday, 11th October 2012 at 8pm in the Village Hall.|
|Present:||Cllr. S. Denis in the Chair, Cllr. A. Beaney, Cllr. D. Guy, Cllr. P. Sillibourne, Cllr. Mrs T. Cliffe-Harrison, Cllr. Mrs A. Tanton and the Clerk, Mrs M. C. Shaw.|
|In Attendance:||W. Howard Esq. (Borough Councillor), two parishioners and one visitor.|

|Declarations of Interest:||Cllr. S. Denis declared a personal interest in applications 12/01049/AS and 12/01050/AS|
|Minutes:||The minutes of the previous meeting had been circulated, after amendment of “on the ‘left’” to “on the ‘North side’” these were proposed as a correct record by Cllr. P. Sillibourne, seconded by Cllr. Mrs F. Burt and unanimously agreed and duly signed by the Chairman, Cllr.. S. Denis.|
|Matters Arising:||The meeting was adjourned at 8.05 p.m. to allow discussion on the Millennium sign and Flag Pole.Rev’d R. Whately and Mrs F. Cross, Secretary of Ruckinge P.C.C. were in attendance to discuss the proposal to improve the disabled access to the Churchyard at the same time incorporating the Village Sign and Flag Pole in the project. It was suggested that a “draft” ideas / plan of the proposals should be discussed informally with the Planning department and with Kent Highways. The meeting reconvened at 8.20 p.m.
Millennium Sign and Flag Pole – the Parish Council were in support of the proposals discussed. It was now thought that the sign needs a complete rebuild.
Costa Cottage, Tree felling– A.B.C. are aware of the Enforcement Order but have no resources to follow this up.
Unauthorised access, bottom of Dimon Hill – this had not been followed up, clarification was needed of the precise location of this. As this appears to be a K.C.C. Highways safety matter they will be contacted.
Overgrown Hedges – letters had been sent to the owners, but a misunderstanding had occurred with the locations at the bottom of Ash Hill, the Chairman had spoken with the owners and had clarified this. Other hedges were mentioned and the Chairman would contact the owners. These also create a Highways safety issue as large lorries are using this narrow road as a short cut from Bromley Green to Ruckinge, it was agreed to contact K.C.C. Highways regarding width restriction signs, and also to complain about the problems with Sat. Navs which indicate this as an appropriate route.

|Carters Field:||Registering the land – an email was read from Cllr. Mrs T. Cliffe-Harrison giving an update of contact with the Land Registry. Cllr. Mrs A. Tanton had met with Mrs B. Ware and had obtained the full history of the site which she relayed to the meeting. Cllr. D. Guy had found references in 1954 to the “gifting” and that the Parish Council had paid all the Legal fees of the transfer.
Cllr. Mrs A. Tanton will investigate the Fields in Trust “Queen Elizabeth 11 Fields Challenge”.
It was proposed by Cllr. P. Sillibourne that the sub-committee proceed with both the above, seconded by Cllr S. Denis and unanimously agreed.
|Public Participcation:||The meeting was adjourned at 9 10 p.m.
The Footpath Warden, Mr T. Whately gave a brief report on the Public Rights of Way, the problems along Bromley Green, which had been reported at the last meeting, had been rectified and this is now walk able.
The meeting reconvened at 9.15 p.m.
|Playground Equipment:||The slide has been dismantled the supports are still in position and taped up.|
|Highways & Byways:||The running water outside The Blue Anchor continues to be looked at on a regular basis but with no results, it is now thought possible that the cause is possibly from the telephone duct.
There had been an incident with a vehicle on the “Public Right of Way” at the bottom of Gill Lane, which had been reported to the Police. The County Cllr. Mr M. Angell has also now become involved.
|Bromley Green Notice Board:||Cllr. Mrs A. Tanton still has the Notice Board, but requires assistance and equipment to erect it. Cllr D. Guy will assist when able. It was agreed that this WILL be in position by the next meeting.|
|Web site/Faster Broadband:||Cllr. S. Denis had done further research on this and full details are on the website, including that K.C.C. have a website for people to register their support for a better Broadband service. It was agreed to publicise in the “As I See It” in the Parish Magazine.|
|Borough Councillors Report:||Cllr. W. Howard reported that Silver Birches appeal was awaiting the Inspectors report.He advised that Ward Member Grants may still be available, possibly for the Millennium Sign and Flagpole project and to contact A.B.C. .|
|Any Other Business:||A meeting was held at Hamstreet regarding an Oil purchasing consortium and it was agreed that this be publicised on the web-site.It was reported that outside the property “Beja” in Bromley Green Road, there is a drain and duct, beside which there is a very dangerous deep depression in the flat grass verge, this to be reported to K.C.C. Highways.
Car park, Carters Field – thanks were given to Mr M. Lindsay for assisting Cllr. S. Denis to spread the road planeings on the car park.Fly-tipping had occurred at Carters Field, as this is on Parish Council (private) land, the Borough Council will not remove.
Containers at Wey Street, it was agreed to check if these have been removed.
The drain at the entrance at “Oak Ridge” needs to be cleared and rodded before Winter, also those at Ash Hill approximately 150 metres up, on the west side, from the junction with Ham Street to Ruckinge Road. Both areas to be reported to K.C.C. Highways
The Manège at Hop Dog Oast Stables – there is a Contravention Order CO/12/00137 on the commercial use of these premises and this will be followed up by the Planning dept.
Cllr. Mrs A. Tanton had attended the K.A.L.C. Ashford Area Committee meeting and briefly reported thereon. It was requested that Parish Councils list their three top priorities for their next meeting on 12th December. ..
