|Meeting of the Parish Council held on Thursday, 12th July 2012 at 8pm in the Village Hall.|
|Present:||Cllr. S. Denis in the Chair, Cllr. A. Beaney, Cllr. D. Guy, Cllr. P. Sillibourne, Cllr. Mrs T. Cliffe-Harrison, Cllr. Mrs A. Tanton and the Clerk, Mrs M. C. Shaw.|

|Minutes:||The minutes of the previous meeting had been circulated, after amendment of “organise” to “build” in relation to a fireworks bonfire these were proposed as a correct record by Cllr. A. Beaney, seconded by Cllr. Mrs A. Tanton and unanimously agreed and duly signed by the Chairman, Cllr. S. Denis.|
|Matters Arising:||Costa Cottage, Tree felling– nothing further from A.B.C. Cllr. W. Howard to be asked to investigate further on the Enforcement Order.Millennium Sign and Flag Pole– The Chairman had spoken to Mr Catchpole who was against this being at Ransley Green. Considerable discussion took place.It was proposed by Cllr D. Guy that the Village Sign be at the Village Hall, seconded by Cllr. Mrs T. Cliffe-Harrison and unanimously agreed.It was proposed by Cllr Mrs T. Cliffe-Harrison, seconded by Cllr A. Beaney that the Flag Pole be attached to the Village Hall and was unanimously agreed. Cllr Mrs T. Cliffe-Harrison will ascertain rules and regulations regarding Flag Pole location.Cllr P. Sillibourne had contacted Mr R. Stiles for a quotation to make another frame, Iroka being the suggested timber. It was suggested that residents should be consulted as to their location via the Parish Magazine or web-site.Local Needs Housing– a ceremonial “opening” event would be held, Councillors suggested that this could be carried out on 11th or 12th September.
Bonfire / Fireworks Event – still awaiting response from the Insurance Company. Cllr A. Beaney gave details of his understanding of requirements for such an event.

|Planning:||12/00669/AS Mr Kingsbury, Land rear of 1-6 Chapel Field, Marsh Road, Ruckinge. Construction of stables for domestic use.The application was objected to; there is no application for a change of use.

12/00785/AS Hazel Bank, Bromley Green Road, Ruckinge. Proposed first floor extension’The application had circulated to available Councillors and was supported.
|New Code of Conduct:||A new Code of Conduct had been issued under the Localism Bill by the National Association of Local Councils and distributed by the Kent Association of Local Councils to all Parish Clerks. Another version had been circulated by the Ashford Area Committee of the Kent Association of Local Councils in conjunction with the Monitoring Officer of Ashford Borough Council. The Legislation clearly states that the new Code should be adopted by 1st July 2012. After considerable discussion it was proposed by Cllr D. Guy, seconded by Cllr Mrs T. Cliffe-Harrison that the Parish Council adopts the N.A.L.C. Code of Conduct for the time being, this was voted on and unanimously agreed. The Disclosure of Pecuniary Interests form is required to be completed within 28 days of the adoption of the Code.|
|Public Participcation:||Discussion took place regarding the possible Bonfire, but without any fireworks at Carters Field. Awaiting Insurance company reply.|
|Carters Field:||Cllr A. Beaney had obtained materials for the car park.The Clerk provided details of her previous investigations with the Land Registry at Tunbridge Wells on the procedure for the Registration of the land which she carried out in 2005, together with relevant field numbers, maps etc. There are several references in old minute books to this land. It was suggested that the committee contact Mrs B. Ware of Hamstreet, who should be able to give full details of the history of the site.|
|Playground Equipment:||The slide has still not been dismantled yet. Cllr A. Beaney has the opportunity to obtain a quantity of astro-turf for this area, Cllr Mrs T. Cliffe-Harrison will check the suitability of this material for under the play equipment.|
|Highways & Byways:||The water leak outside The Stacks and another outside the Blue Anchor have now been repaired.|
|Bromley Green Notice Board:||The Licence has been approved. The Notice Board is still with Mr R. Greenfield.|
|Web site:||There have continued to be several hits on the site, especially just after publication of the Parish Magazine. It was agreed that Village Hall events should be publicised and efforts made to ascertain what do parishioners want included on the site?|
|Borough Councillors Report:||Cllr. W. Howard had tendered his apologies. The Chairman had spoken with him and the situation with Silver Birches is the same as in his previous report.|
|Any Other Business:||The Olympic Torch Relay visiting Hamstreet will be celebrated with various events including a Netball Tournament, Mrs M. Callow had approached the Parish Council for sponsorship of the Ruckinge Teams Tee Shirts. It was proposed by Cllr. S. Denis and seconded by Cllr. A. Beaney that up to £90 could be taken out of the Borough Councillors Jubilee Grant and was unanimously agreed.The resident at “Telavera”, Bromley Green Road, had requested information regarding a dispute with the adjoining property “Aldworth”.Although it is not a Parish Council matter, Cllr Mrs A. Tanton agreed to meet with the resident.|
