Meeting Minutes – December 2011

Meeting of the Parish Council held on Thursday, 1st December 2011 at 8 p.m. in the Village Hall.
Present: Cllr. P. Sillibourne in the Chair, Cllr. A. Beaney, Cllr. S. Denis, Cllr. D. Guy, Cllr. Mrs T. Cliffe-Harrison, Cllr. Mrs F. Burt, Cllr. Mrs A. Tanton and the Clerk, Mrs M. C. Shaw.
In Attendance: Cllr Peter Wood, Cllr William Howard (Borough Councillors) and 9 Parishioners.
Declarations of Interest: There were none.
Minutes: The minutes had been circulated; these were unanimously agreed as a correct record and were duly signed by the Chairman.
Vacancy: Dr S. Denis was congratulated and welcomed back on being elected as a Parish Councillor. He had duly signed his “Declaration of Acceptance of Office” which had been counter signed by the Proper officer of the Council. The Election result was Dr S. Denis 109,  Dr C. Gove 91
Matters Arising: Costa Cottage, Tree felling– no application has been received. Bus Services– nothing further Doggie” Bins nothing further, to be left in abeyance.Litter bin, Bromley Green Road– this will be replaced free of charge byA.B.C. Caravans, Silver Birches– nothing further.Mobile Home caravans, Bilsington– this Planning application has been deferred until the New Year when the Traveller & Gypsy Policy has been decided.Playground equipment – the Chairman had inspected this and despite the inspection report it was thought that a site meeting  should be held by councillors to review the situation.

Highways & Byways: Despite a site meeting between Cllr A. Beaney and Kevin Gore, K.C.C. Drainage Supervisor in March nothing has been done about the water outside The Stacks, Cllr Beaney to follow this up.
Bromley Green Notice Board: Nothing further.
Queens Jubilee: It was agreed that “something” should be arranged for this occasion, the possibility of a Beacon will be considered. It was agreed that Cllr Mrs A. Tanton and the Chairman would liaise on this.
Finance: Treasurers Account  £ 7,473.46Cheque was drawn:-Wicksteed, Play equipment inspection £45.00 + V.A.T £9.00 total £54.00The Draft Budget for 2012/2013 had been circulated by the Clerk.The Clerks Salary for the year 2011/2012 was confirmed as £2,507.00, and for 2012/2013 raised to £2,560.00, the donations to both halls to remain at £700.00 each, proposed by Cllr D. Guy, seconded by Cllr Mrs T. Cliffe-Harrison and unanimously agreed.In view of the high cost of the election for the Parish Council vacancy it was proposed by Cllr D. Guy, seconded by Cllr Mrs T. Cliffe-Harrison and unanimously agreed to raise the Precept for 2012/2013 to £9,000.00
Planning: 11/01311/AS  Mr Philip Batt, Stonegate Farm, Stonegate Lane, Ruckinge. Demolition of two existing storage barns and replace with a new steel portal framed barn and lean-to storage. The application was supported.The Chairman closed the meeting at 8.40 p.m. to allow parishioners to express their views as neighbours on the following application.The meeting reconvened at 8.50 p.m. 11/01364/AS  Mr Naresh Bhundia, TDNK Energy Solutions, Meadow View Industrial Estate, Hamstreet Road, Ruckinge.  Installation of 166 ground mounted solar panel arrays on two trackers.As there are numerous anomalies regarding this application the Parish Council are not minded to support and therefore they would support this going to the full planning committee for determination.  This request will be supported by Cllr P. Wood.
Public Time: A parishioner spoke regarding Silver Birches Caravan Park and gave further information to the Borough Councillors to be relayed to the A.B.C. Planning department.It was brought to Councils attention that the byway beside Meadow Cottage, Hamstreet Road, Ruckinge is being used late at night by 4 X 4 vehicles on a regular basis, causing concern to residents.  The Byway is now becoming impassable in places and inroads are being made onto land not on the Byway route.  It was thought that sign at either end sating “Not Suitable for Vehicles” could help to prevent usage by those using their Sat Nav. Cllr Mrs A. Tanton had circulated a paper on the use of Green Lanes and there is an organisation which can assist in downgrading Byways to PROW’s etc. This costs the nominal sum of £ 15 per annum to belong.  Agreed this to be on the next agenda.
Borough Councillors: Cllrs P. Wood and W. Howard gave a very comprehensive reports on Ashford Borough Council.  The Budget will hopefully be a surplus budget with prudent “housekeeping”. The introduction of the new homes bonus will help with finances. The Ashford 2030 document will cover the rural economy as well as the urban economy. The general Market will be returning to the centre of Ashford. In the retail sector two large companies are hoping to develop sites in the town and also “out-of-town”.  It is hoped that Ashford can become a University Town.  The rail link between Canterbury and Manston airport will be improved.  Regarding youth, there is a Hang 10 Truck which provides recreational facilities in the urban area, and another is planned for the rural areas.  The Stour Centre has been revamped.
Any Other Business:  A letter had been received this evening from Bromley Green Hall regarding the deteriorating condition of the car park at Carters Field, this being caused principally thorough use by commercial vehicles using as a turning areas, and could a height restriction barrier be installed.  This will be looked into during the site visit to the play area.
Tyres have been dumped at Carters Field – It was suggested by Cllr Howard that these are sometimes cut up and used in the “ditch” at the edge of Bowling Greens. Mrs T. Cliffe-Harrison will contact the Hamstreet Bowls Club.
Date of the Next Meeting: The date of the next meeting was agreed for Thursday 9th February 2012 at 8 p.m. in the Village Hall.There being no further business the Chairman declared the meeting closed at 10.10 p.m.
